To the Right Worshipful the Mayor of Melbourne
Melbourne in 1854 only had a small police force to ensure law and order. The Eureka rebellion at Ballarat alarmed the inhabitants of Melbourne, and they called on the Mayor to take action. All but one of the men whose names appear on this poster are 'MLC', that is, Members of the Legislative Council (Parliament).
